(System of control of the tracciabilità of the refusals) it is born in 2009 on initiative of the Office of the environment and the Guardianship of the Territory and the Sea in the amplest picture of innovation and modernization of the Public Administration to allow the informatizzazione of the whole filiera of the special refusals to national level and the urban refusals for the Region Campania.

The System simplifies the procedures and the fulfillments reducing the costs sustained by the enterprises and manages in innovative and efficient way a complex and variegated trial with guarantees of great transparency, knowledge and prevention of the illegality.

The struggle to the illegality in the sector of the special refusals constitutes a priority of the Government to oppose the to proliferate of actions and behaviors you don't conform to the existing rules and, particularly, to put order to a system of survey of the data that knows how to facilitate, besides, the assignments submitted to the authorities of control.

It is this the motive for which the system of control of the tracciabilità of the refusals has been realized SISTRI, whose management has been submitted Policemen to the Command for the Guardianship of the environment.

In the optics to check in more punctual way the movimentazione of the special refusals along the whole filiera, you/he/she is fully brought back in the SISTRI the transport intermodale and mail particular emphasis to the final phase of disposal of the refusals, with the use of systems electronic able to give visibility to the flow in entrance and in exit of the autoveicolis in the dumps.

The SISTRI constitutes, therefore, optimal tool of a new strategy turns to guarantee a great control of the movimentazione of the special refusals.

With the SISTRI the State intends to give, besides, a strong signal of change in the way to manage the informative system on the movimentazione of the special refusals. From a papery system - hinged on the three documents constituted by the Form of identification of the refusals, Register of load and unloading, unique Model of environmental (MUD) declaration - he passes technological advances to solutions able, from a side, to simplify the procedures and the fulfillments with a reduction of the costs sustained by the enterprises and, from the other, to manage in innovative and more efficient way, and in real time, a complex and variegated trial that understands the whole filiera of the refusals with guarantees of great transparency and knowledge.

The initiative is so also inserted within the action of economic politics that for a long time the State and the Regions are bringing ahead in the field of the normative simplification, of the efficientamento of the Public Administration and the reduction of the burdening administrative burdens on the enterprises.

The advantages for the State, consequential from the application of the SISTRI, they will be therefore manifold in terms of legality, prevention, transparency, efficiency, normative simplification, modernization.

Benefits will also revert on the system of the enterprises. A more correct management of the refusals will have, in fact, advantages both in terms of reduction of the environmental damage, and of elimination of forms of disloyal competition among enterprises, with a positive impact for all those that, also bearing great costs, they operate in the respect of the rules.

The new catalog of the refusals has been introduced with community Decision of the Committee n. 2000/532/CE and as actually defined to reach the final layout with the changes and integrations brought by the following Decisions of the Committee n. 2001/118/CE and 2001/119/CE and the Decision of the Suggestion n. 2001/573/CE.
The novelty however you/he/she is not represented only by the passage by two separate lists refusals - that general of the refusals and that of the dangerous refusals - to an only list refusals, on the contrary from a series of more substantial changes.
As first aspect, with the new catalog CER is introduced around 470 new codes you refuse and you/they are suppressed around 280 codes you refuse native. Besides among the 470 new codes, there are any 260 that they concern dangerous refusals.

Today the principles fixed by the European directives have found application in Italy in the D.Lgs n. 151/2005, and in the recent D.M. n. 65/2010.
This decree, said "1 Against 1", beginning from June 18 th 2010 it allows the citizen that purchases a new electric equipment or ellettronica (AEE) - for example a blender, a toaster, a refrigerator, a washer, a television, a computer or anybody else well that has an electric or electronic circuit - to deliver to the merchant that old. The withdrawal of the old appliance or RAEE (Refusals of Electric Equipments and Electronics), are obligatory from the dealers and free for the citizen, and you/he/she can happen only if the purchased equipment is of the same typology of the delivered one.
The aforesaid decree prepares the obligation of registration to the bulletin-board environmental managers, with a simplified procedure, for the one whom AEE commercializes, for istallatori and for the centers of technical support to be able to have access to the Centers of Coordination RAEE (CdC).
The management of the picked refusals in the CdC RAEE is submitted to a fine-cliquish system in which the collective systems deal him with the withdrawal of the RAEEs from the Centers of Harvest, they take care of the correct treatment and the start of it to recovery. This last happens to expenses of the producer, according to the principle of the responsibility of the producer in relationship to the end-life of a good introduced on the market.
